Lare fleet warfare revamp

So there's now this problem with large fleets, large RR squads, and things that lead to stale fights, where it's mostly a race between alpha damage and remote reps, I thing this degrades the whole concept of big fleet warfare, and could be changed with ... stacking penalties.

Apply stacking penalties for remote rep's, thus decreasing survivability of ships and leveling it with next thing on the block
Introduce sig radius modification that is applied when ship is targeted by more than X (maybe depending on skill?) ships (call it sensor interference or some such).

Now assuming this X is 20, a 100vs100 fleet battle should transform itself into 5 battles of 20 vs 20, where members of the fleet would need to think, act and evaluate situation for themselves. Currently this view of battlefield is only meaningfull for FC's and those with specific roles (for example firewall ships), this would introduce a new ~thing~ for many players (and that is wonderfully interesting thing)

Now this can of course be tweaked by many things... should BS lock and frig lock be of different "value"?, should range matter?, would different ammo have different effects?, these are some of the questions I do not answer here, but under certain design they might be quite interesting wildcards.

Also bring in BUMP DAMAGE.
