World of Darkness is not dead. In fact it began internal testing literally a few days ago.

It DOES use Carbon. The version of Carbon used by WoD is a branched off, tailored version developed by the WoD Dev team.

WiS is also NOT dead it has been indefinitely shelved, there is a major difference.
