Is there any tool that can tell me how many licensed runs I will end up with when I invent a BPC?

that wiki didn't seem to tell me how to calculate how many licensed runs my invention will end up with, given the different variables. It seemed to only talk about success probability.

Typically if you are playing with decryptors for extra runs, you use max run BPC, so there isn't much additional to know beyond the chance:

Exceptions would be BPO which take a long time to copy, like rigs and ships, unless you have a dirt-cheap supplier for the BPC, using single run BPC is more practical.

Other than that, check the link Zhilia Mann posted.
