Character transfer bug

Kept trying to transfer a character to someone who bought it and it kept saying: Could not complete your order. Please try again later or contact customer support. so I figured it was an issue with PayPal and CCP, so I went and got a 60 day game code and turned it into 2 plexes and tried to xfer the character that way, same thing: Could not complete your order. Please try again later or contact customer support.

The character is in an NPC corp, it does not have any skills in training que, and I am not logged onto the char. The buyer said they have 1 free slot on their account.
