highsec ganking penalty

beforeday when someone gank(ex: jita tornado gank), got aggression+ship kill penalty (maybe -0.6 security?)

now get only little aggression penalty not ship kill penalty (maybe -0.2secu?)


that is too **** system

**** tornado ganker's 1st consider thing is security
