A few Personal thoughts on the subject and then lets discus.

If we could buy and sell kill-rights, we would increase the fun of high-sec PVP games, Griefing would make a comeback, but in a good way.
The time to introduce a feature of this nature, is good, with the current overhaul to highsec pvp in the making.

I think this would be a very entertaining little addition to highsec, so lets discus the negatives and the positives.
