Why won't Sebast Mathon talk to me?

I've done all the cosmoc mission in Gallente high sec I can, but have hit a wall. I've followed the order of the missions, but now i have got to Sebast Mathon and he wont speak to me. My University of Caille standing is 3.54, over the 3 needed in the mission guides, and as I said I have completed all the lower missiond in the correct order. Whats the prob?

Thats the COSMOS ission of course, and just to be sure, my standing as above is raised from 2.63 by connections lvl3, in case that makes any difference?

Unless this is a typo, the University of Caille is the Agents corporation, you need to have above +3.00 Gallente Faction standing. Standings modified by Social skills will work, train Connections skill level 4.

If you've just now gained the required amount of Faction standing needed to access that agent, do a re-log. That should reset the server.

If you've already completed other level 3 Gallente Cosmos Agent missions, then file a petition in-game.
