I get from what you posted in relation to what OP is talking about, that it is unintended and will be fixed. But this is open to interpretation.

There were exploits in the old mechanics that were left open for years and where employed by people to flag unsuspecting targets. These where presumably unfixable since they where going on for YEARS. Any discussion of them used to simply get deleted from the forums. I found out about these by asking a perfectly innocent question regarding the mechanics of something related to it and seeing my thread disappear.

We now have new mechanics in place of those and hopefully with new code comes the chance to 'plug the gaps' as it where.

I don't know how much this current 'tactic' is being used and therefore have no idea how much of a priority it should be but hopefully CCP can do something about it quickly enough that it isn't an issue. I know my alliance are involved in a current high-sec war and have faced this bug but have worked around it. For most people affected it might be more problematic.

I can say that being flagged for neutral repping does work.
So what I think is going on is:
A) the modules did not shoot you/were not shot by you, and thus had no timer.
Thus nothing for the reppers to inherit.

B) The control tower is once again the only flagging part.
So unless they rep the tower you cant do squat to them.

Neutral Reps were supposed to die in this new Crimewatch System...

It's pretty simple... When in empire space, if you find a way to provide neutral logi's that do NOT gain a suspect, LE, or criminal flag, file a bug and report it so it can be taken care of... don't use it, as it is cheating!!

While this is being discussed, I want to add my five cents: I've tested this with my alt and it appears that neutral logis only inherit the flags that are present on the target they are repairing. That is, if you repair a WT that is actively engaged in combat with another WT, you will receive weapon flag and PVP flag, but you will not become a suspect. At least that is how it went when I tested it.

So what I wanted to say is, I really hope that while fixing this CCP will make it work as it is listed in patch notes, i.e. "Assisting a non-corpmate who has a PVP flag and is in active a war" gets you a suspect flag. This way you can still be repaired by neutral logis while engaging in non-pvp activities such as incursions without getting said logis flagged. So you can still do incursions without leaving a corp that is at war, which is very convenient.
