Web/Paint/tracking tradeoff?

So what would be better on my ship and in what circumstances?

-A Target painter giving my target a +30% sig radius...
-A web slowing my target by 30%
-Or a tracking computer increasing my tracking by 30%

Paint: I'm guessing that if my small gang and I are fighting in our falloffs then a painter is better.
Web: If we are likely engaging things inside our optimals the web would be better (if the optimal range is in web range).
Tracking computer: Not as sure on this, would it be better for kiting snipers? Even then I think painters would be better.

More detail... I'm not in a huginn or rapier and I pretty much am just talking pvp. I just feel like web only matters if you are brawling up close.

If you're fighting inside the range of a webber, webber is almost always better. For PVP, since you generally have to tackle your target, you -have- to have someone with tackle fit. If you're doing solo or small-fleet, assume that person is you unless you know otherwise.

If not, then if you're in a sniper ship, the extra range from the targeting computer (plus the occassional flexibility of +tracking against small, fast moving targets) makes it most worthwhile.

However, if you're in fleet of at least 3-4 ships, the extra sig size of the target painter will benefit the entire fleet, and the fleet-wide benefit of the TP can outweigh the single-ship bonus of the TC. Webber is still usually better if you're in range for it. However, in a fleet situation, if you know you'll already have dedicated tacklers, and you're in a DPS or support role, TP is the way to go.

If you have multiple mid slots free, you might consider a combination of the above -- a webber and a TP for a brawler, for instance, or a TC+painter for a sniper.

TL; DR: Web and scram.
