FW Mission Commander Buffs?

I was doing a FW mission for the first time since the patch.... and my torpedoes now hit like wet noodles. I used to do 2200 ish per volley with Inferno Javelin Torps. Then I switched over to Fury Torps, upping my DPS to 580. However, my missiles now only do 400 per volley... wtf?

I am in Ammar Space flying a Nemesis using Inferno Torps. Did the resistances go up on commanders?
