An end to placeholder towers, & standing requirements

Every so often people post up in the Science and Industry forum "Waah there's no free moons" or similar.

I know POS + CCP = What? but bear with me.

Why when I anchor a tower in High-Sec do I need to have a charter in my cargohold which does absolutely nothing? just need one in the hold.

I'm saying that even offline towers need to use charters, and if you run out of charters then you get notification that in 7 days your pos will be removed by the appropriate authorities and sold to cover their costs and overdue rent (ie it's lost and you don't get anything for it) This gives a little time to get your arse into gear and put some charters in, but will free up some moons where corps have gone defunct with a tower still anchored on a moon.

Also, I'm not sure if anchored but offline towers have any shield, if they do, then this needs stopping, there's no fuel there so the only strength should be hull :)

As for standing requirements, this is just a grinding exercise and could be scrapped by introducing a variable rate of charter use.

ie:
Corp standing is 7 and space is 0.7 then as normal 1 charter per hour
Corp standing is 6 and space is 0.7 then 2 charters per hour
and increase charter use 1 per hour for every difference if you get what I mean so in the end
Corp standing is 0 and space is 0.7 then 7 charters per hour

Sort of an extra payment to 'persuade' the faction to let you have a tower in their space.

If you've got a negative standing then tough luck, no amount of charters will appease the faction.

This would be a small isk sink, plus save a lot of hassle for corps having to boot members out and grind standing.

You know, you can always search for a mercenary corp that is willing to remove a POS for you. And sometimes it is not expensive... Especially now that CCP fixed Wardec... It is really profitable sometimes....

I was part of a group of mercs that was poss bashing in hi sec, and I gotta tell you, Laboratorrys are really expensive and unnanchoring and selling them gives allot of proffit. I just wich I could use a modulle to see It's content before unnanchoring it... so we could get some expensive BPO or matterials... but all goes to waste....

There's a good idea for a new modules, or a new use of an old module:

Allow Cargo Scanners to scan the contents of POS structures...
