Ah but they can never claim npc space nor whs.
In fact they are to scared to deal in either of those places due to the lack of safed stations and lack of local to comfort them in their being alone

I do wonder why CCP allow you to bring end game to EVE when they already know through the Serenity Server what End game in EVE looks like.

They didn't do **** in Jita. All they did was make it like it is everytime there's a significant wardec in Jita. Goons aren't ****, they only have any sway because of the whole CFC online thing, since everyone in CCP is in CFC it seems, they benefit indirectly. That and with the state of supercaps, large scale engagements, and sov mechanics, there is no reason to actually defend anything when you can bring your entire alliance all the way across the galaxy in 6 jumps.
