You aren't going to find a Proteus fit that can simultaneously PVP and plex well. Tanking types obviously won't mix. They aren't optimal for PvE because of the small falloff of medium blasters (and if you're using rails, there are cheaper alternatives). I ratted in Angel space for a while in a fit that was cap stable, tanked 1100 dps with an AB on constantly (bit o' speed tanking too) , and did 900 dps, but IMHO it was a suboptimal solution, cost too much isk, and was largely for ***** and giggles.

It was fun as hell, though. I found that faction webs are ideal for your blasters to do their job best. Just orbit at 2000m, melt, repeat. Probably would have been way better against Guristas/Serpentis. :-p

They are excellent brick ships (very high EHP; the more you spend, the sillier it gets) and excellent cloaky T3s.

By no means should that discourage you - fly what you think is fun!

p.s. kings in WH space.

First come smiles, then lies. Last is gunfire.
