Just to be clear, and in an effort to avoid spamming general disc with new threads......In high sec, ANYONE with a suspect or criminal flag can be attacked without worries of concord?

I've read the dev blogs, the problem is I'm just dumb and do not understand them entirely.

Yes.

S and C-flag means CONCORD has given you permission to attack the person. All you have to worry about is what he might do in return.

you know what i like most on this expansion
that there are alot of those so called Elite pvpers , better known as griefers and gankers who suddenly find themselves on the wrong side of somebody else his guns and are crying about it
for years they been terrorrizing miners , industrials and othe carebears for the lulz and now that there is a chance that they can get killed by somebody else without concord intervening ...just funny

Safe? Why should it be safe for these groups? Ludicrous on the face of it.

The only end-game content in EVE Online is the crap that makes you rage quit.

Though in teh case of the criminal flag they will need to do it before concord does ....
