Issues, Workarounds & Localization

I've come back after being away for about a year and I'm having a problem with moving items to and from my personal hangar. Everything in Eve seems to work as intended but I can't move items to my ship's cargo hold nor can I move items from my cargo hold to my personal hangar. I don't have this problem with moving items to and from my corp hangar. I do have a similar problem when I use my Orca and yes, I checked my settings for my Orca. My CEO made me a director to see if that would solve the issue and it didn't. I went to another solar system and bought an item small enough to fit in a shuttle to see if I could transport it back to my corp office but I still had the same problem. I tried clearing my game cache and re-installing the Eve client without success. I've searched the Eve forums for an answer and petitioned CCP for help and I'm still waiting for CCP to respond. Has something changed in-game that I am unaware of that is preventing me from moving items?
