As an avid nerd, I hopped into Visual Studio right after the patch.

Here are the changes I've found so far:

Character/Notifications
New notifications:
112: Bounty added
115: Killright made available to a designated entity
116: Killright made available to all
119: Killright made unavailable

Excellent - was wondering if there were any new API additions regarding the bounty system :)

Anyone know of a full list of the API changes?
