The criminal access to various security zones are listed as follows:
Players with -2.0 or worse cannot enter 1.0 systems
Players with -2.5 or worse cannot enter 0.9 or above systems
Players with -3.0 or worse cannot enter 0.8 or above systems
Players with -3.5 or worse cannot enter 0.7 or above systems
Players with -4.0 or worse cannot enter 0.6 or above systems
Players with -4.5 or worse cannot enter 0.5

So I was wondering how it is that when mining in a 0.5 sec space, I could get ganked by a pair of -10 pirates??? Shouldn't their -10 cause CONCORD to attack them upon entry?

They can travel around in pods. Pre-placing ships in stations and warping fast enough allows them to gank you.

Only in CONCORD sovereignty. In other Empire space only faction police go after low sec standing

No Because concord never attacks you based on standings.
Concord attacks you for aggression.

There is another group fleet whatever that deals with standings and those aren't as deadly and only sit on the gates.

SO once you enter system you can wonder around in a ship all you want.

The quote you listed is very confusing and a outright lie or very incomplete.
Anyone can enter any system.
The ramifications of entering a system is what is important and what you quoted doesn't cover that.

Thanks for all of the answers! I agree with Simetraz that the text as listed is confusing. And I had a pair of "brave" pirates gank a defenseless mining barge. Fortunately I warped before they pod-killed me. ;)

These cowards are Sophia Soprano and loyalanon. Bee Toy Mou is another coward ganking helpless mining barges is high-sec space.

Don't call them cowards these poor dudes, if they don't get their km's monthly quota their leader might as well fine them or kick them for sucking at pvp.

I see the mail on EVE-Kill and your ship had no tank at all. Fit a damage control, a micro aux power core, a medium shield extender and some shield rigs.
