Stellar Shelter encompasses the humanitarian operations under my command that have commenced in contribution to ongoing relief efforts on Evaulon VII, following the destruction of the city of Rilnais by Serpentis and Guardian Angel military forces. Operation Stellar Shelter intends to establish a supply line of smartfab units, for use by both rescue workers and survivors in the greater Rilnais area. It is hoped enough smartfab units can be distributed to serve as semi-permanent housing. As a seconded member of the Federation military, all capital and resources necessary for the operation have been procured by myself through the means of a CONCORD-registered independent capsuleer.

Elements of the 124th Hostile Environment Engineering Battalion GFMC/N have been deployed to Vlillirier I and Federation-occupied Nennamaila III, along with large drone contingents and civilian contractors from Ducia Foundry, in order to acquire materials necessary for the construction of smartfab units. Elements of the 301st Humanitarian Relief & Rescue Group GFA have been deployed to Evaulon VII for the assembly and distribution of the smartfab units from the materials provided by the 124th. The command vessel of this operation is the FNS Tachytita, a Viator-class transport captained by myself. It has already delivered the first batch of materials from Vlillirier and Nennamaila to the Rilnais area.

In addition, sympathetic elements in the Villore Accords [GMVA], an FDU alliance, have constructed a customs office in orbit of Evaulon VII, with the intent of assisting wider rescue operations with an easier platform for the distribution of material. SCC-recognized tax rates are currently at 0%, allowing wider participation by independent groups in relief efforts. I would like to personally thank my former unit, the Eleutherian Guard, in assisting my command in the deployment of the orbital gantry. Illegal assaults against the customs office will be met with extreme retaliation from GMVA forces.

Thank you for your question. Any public fund would exist beyond the capsuleer channels; there's already a whole legion of charities from the Federation heartlands flocking to Evaulon for example.

However, if you referring to Operation Stellar Shelter in particular, any public fund would be my personal ISK wallet. Setting up this operation, particularly acquiring an orbital gantry, was extremely costly. Financial contributions to offset the expenses would be appreciated, but not necessary. After all, not even 1 ISK is enough to pay for a human life.

You might also want to be made aware of the fact that the Wiyrkomi Corporation may be required under local agreements with the Amevync government to contribute, as it still operates legally in the Vlillirier system despite heavy Federal government restrictions that were put in place following the outbreak of hostilities over four years ago. This would be done within the corresponding legal confines to prevent Wiyrkomi overstepping its bounds, given the current state of war.

Operation Stellar Shelter will move to assist the Avechomon Foundation according to FERO protocols.

Additional elements of the 124th Hostile Environment Engineering Battalion and the 301st Humanitarian Relief & Rescue Group have been deployed to the Odamia solar system to acquire materials necessary for the production of vaccines. This had taken place before the announcement of the Avechomon Foundation.
