I agree that it is very likely for the shell to have a power generation of some sort. Also, it would be the most accurate, in my opinion, to use the base energy consumption, without skills, as the cap efficiency would come from being able to use the fluxuating magnetic fields of your ship to get the power, rather than your capacitor.
