Is it possible to get Drone Horde sites in a -0.3 system?

At the same time, if its not possible to get them - with or without Pirate Detection Arrays, does anyone know what sort of security status is needed to get decent anoms in the Drone Regions?

Put simply, I'm trying to figure out if I'd be wasting my time taking over a system like that to rat.

Bonus points: Does anyone know if truesec affects gravimetric spawns from an Ore Proespecting Array, and if so, how much?

You can find Sansha Sanctums in -0.2 Provi systems. I guess the same applies to Drone Hordes.
