I keep getting this quest to blow up this ship and everytime I target it flies off. I sat and waited and nothing happens. I have to decline to move on but I'm tired of losing standings everytime I get this stupid mission. Anyone else have this problem?

The "ship" you are asked to destroy is actually a Large Collidable Structure. Make sure you have these visible on your overview because you might not see it in space. The frigates will spawn when you approach the structure.
