The answer is pretty simple: the best of all worlds. Omni tanked nightmare with a deadspace MWD (this is the only part that MUST be pimped because of the -%cap pentalty of MWDs).
On paper you end up with somewhere around ~1:10s of cap (*gasp!) with everything on. In practice you have about 5 minutes of buffer because you'll be pulsing modules.
BUT (and this is a big but), If you know how to fly your ship everything will be dead before your cap hits 30% and you'll be at the next gate.

In a couple of missions you drop the MWD for another Cap recharger simply because if you head for the gate when you start you'll be at the gate before everything is dead so why waste a slot.

Note: this is not for the light-hearted. Forget to turn off that booster or MWD and you will drain yourself fast. If you are that type fit a cap boster or ASB but that kind of defeats the purpose):

if you are brave replace the DCII with one more HS or tracking computer. Find a setup that works for you. For killing Sansha and BR without using ammo or charges as fast as humanly possible, I doubt you can do much better.

nice job pointing out something completely irrelevant.

Except in any mission where the gates or rats are a distance away, and the faster you close, the faster you get to do more damage. Also: blitzing.

Armor machariel is going to be the easiest thing to use here. It'll have the highest natural resists available to a ship that can still apply the wtf amounts of dps that come from a pirate BS and deal the correct damage type.

unfortunately, armor tanking is in a place where even against sansha, a shield tank performs equally well in practice. you basically have the choice between 3 tracking enhancers and a 4slot shield tank and 4 tracking computers and a 3slot armor tank.

I should buy an Ishtar.
