Let's assume that the Rifter can in fact travel at the speed of light, and mass and the other parameters can be ignored.

Now, the Rifter hits the breaks and the red lights go on.
As soon as the breaks were hit, the Rifter began losing speed - meaning he was traveling a bit under the speed of light in that exact moment.
The light from the break lights would still travel at c (300000 km/s) - faster then the Rifter's current speed - meaning the guy behind would (but not right away) see the red lights, but only after he sees the Rifter.

IMO.
