How about a player habitat that can be carried in a cruiser and dropped in nulsec.

1. You can dock and log off in the habitat.
2. You can store a weeks worth of ammo and some loot in there too as well as probes.
3. When you are online your habitat can be scanned down and destroyed/looted.
4. You can mine, carry the ore to a planet and drop it into a pirate facility on the planets surface for Jita prices.
5. You can dock a transport at the habitat but it cannot be an ore store.
6. You can do this anywhere, regardless of who holds Sov.
7. You can set habitat to auto destruct, when it acts like say 3 bombs.
8. log off/aggression timers etc all apply as now.
9. Up to cruiser level can change fit at the habitat for a hit to Cap that has a countdown during which time the ship is vulnerable.
10. Habitat self destructs if not visited in a week.

Aims:

Increase solo access to nulsec.
Give nulsec dwellers more solo targets.
Introduce the hermit profession ;-)
Discourage other kinds of socially un-acceptable solo play on and offline.

Not sure why you focused on the cruiser for this, in your details.

Doing anything, regardless of rewards, is dependent on the player believing they will come out of it in order to enjoy the reward.

Noone thinks a reward was worth it if they only see it from a kill mail someone else earned on them.

For repeat use, it must be seen as sustainable.
Sure, while they are out and about it can be scanned down. But if they believe this will happen too quickly it won't be taken seriously.

The dynamic in EVE often centers around risk in the current ship, with reward obtained by the current ship.
Loss of a ship can mean loss of reward for that whole day, depending on the activity.

Loss of this habitat could compromise a lot more than that.
Too much risk on that detail.

If they are going to be in low or null because of this, they are already exposed to risk equal to the reward they are getting.
Possibly killing off the reward for several days feels like too much risk.
