Switching Subsystems for T3 Cruisers in WHs

I heard once that its impossible to switch subsystems on T3 cruisers at a POS. Is this true? If so then are all T3 cruisers stuck in there configurations until they go to K-space to reconfigure?

its because changing subsystems changes the way ships look

there is currently no way for the clience to deal with this so it is not possible. im hoping when they revamp pos's it will become possible since there is going to be some kind of mooring/ docking mechanic most likely
