Broadcast Cyno Not Showing

I lit 3 cynos today on 3 differing accounts. All accounts had to cyno in 2 separate fleets, so this meant drop fleet 1 and join fleet 2 and rebroadcast cyno.

On two of my clients, after dropping fleet 1 and joining fleet 2, the option to broadcast cyno simply wasn't there.
