If you define "some risk" as "if I do stupid things there is a high likelyhood that my ship will be destroyed and any suviving loot stolen before I can get my pod away" then yes.

However look at the parallel, hi sec is territorial water of the four major empires just as 12 miles off the coast of the USA is. Do you think the USA would "continue" to allow pirates to sink merchant ships in its territorial water in peacetime? Of course not. This weakness being the stupidity of freighter pilots who stuff 30 billion into their hold and then autopilot through a well known ambush system camped by an alliance that has stomped on just about everything in 0.0 in a game which sells itself as a dark, harsh and brutal pvp game.

Highsec is supposed to be a place where aggression comes at a cost, and the presumption is that this cost will trigger the average person's miserliness to the point where he doesn't shoot everyone around him without cause. I'm glad CCP have finally come down of their own high and accepted that they can't make code do things we can't condense to a statistic. Anyone trying to con you in to thinking that being allowed to destroy another customers experience is doing you a favor should be looked upon with a grain of salt.

Profitable ganking should be rewarded — it's the only way to teach people not to be stupid.
Also, seeing as how it's not free, it can't really be free-loading, now can it?

As luck would have it, “destroying another customer's experience” is rather the whole point of a game such as EVE, and making sure people understand this and stop having unrealistic expectations is indeed to do them a favour.

CCP already nerfed 'profitable ganking' when they put an in-game calculator into the client so freighter pilots can calculate max value of cargo before it becomes profitable to gank.
