So, while in an incursion system with the penalties still in effect, it occured to me that at a certain point, it was as if we had no OGB, or rather the OGB's links negated the penalties.

So then I thought... what if we had a module that could do what Sansha does.
Its links cause penalties to all non-fleet members on grid...
Bring one of these to counter the enemies OGB.

Then add the additional mechanic that ON Grid boosters (as opposed to OFF grid boosters) are not affected.
Ie if your booster is on grid, you still receive boosts - if your booster if offgrid, then your boosts dissappear until you kill the ships using warfare link disruptors.
