I think totally the opposite of what the OP said would be better. You should get a bonus when you are crosstraining. For example, the 2nd racial cruiser skill should train a bit faster, and the 3rd and 4th even faster.
Like the real-life examples given, once you know how to fly something, it is easier to learn to fly something else.
