What is it??

I thought it would produce a greater yield (5% per Skill Lvl) but it's not. I'm lvl 4 and I just refined 419 of Blue Ice and it was the same yeild for every element as when I was lvl 3. What is it supposed to do?

Skill for Ice processing and refining. Allows a skilled refiner to utilize substandard refining facilities at considerably greater efficiency. 5% reduction in Ice refining waste per skill level.

You need level 1 to process ice perfectly at 50% facilities.

The only reasons to train it higher:
* Level 4 if you are compressing ice in a Rorqual.
* Instead of using a POS refining array with 100% yield, you use a station with poor facilities instead.

You can even get by without training it with the help of an implant.

Yield = MINIMUM[ 100% , Facilities% + 37.5% * (1 + Refining * 2%) * (1 + Refinery Efficiency * 4%) * (1 + Material Specialization * 5%) ]

can't you just get away with a 2% refining implant? pretty sure i get lossless ice refining with a 2% implant and no ice refining skills trained.

are you considering standings? you lose yield to two things efficiency and standing, even if you have 120% efficiency it wont cancel out the cut the station takes if you dont have the standing. (i think its something like 6.8)
