Strange error/info message using ingame mail

Tried to send an evemail to a buddy ingame.

Received the error:

"You are not allowed to contact xxxxx"

Has anyone seen this issue before?

Tried sending from EVEGate as well and receive the following error:

"An error occurred parsing the message, please validate recipients and try again"

I am able to send messages to this char in question from another toon on this same account. Is this a petition issue? Or is there some other in-game thing going on? Personal standings me-->him are blue (10) btw if that matters.
