The ZIP file has a bunch of DAT files. Extract it inside the Data directory in your EFT install location, overwriting the original DAT files.

Yes. The only inaccuracy is in some ship descriptions where the bonuses have changed; the descriptions are old, but the bonuses are correctly modeled.

(For ex, the Sentinel is listed as only having a 5% bonus, but it gets the full 7.5% bonus that it has on TQ today.)
