This was an idea that may have been presented before but I think it would solve some issues. Right now the reason there are so many issues of "high sec ganking" is because there's simply TOO MUCH highsec. No one has any reason to really leave high sec and do much. You can form a massive economic entity all within the safe confines of High Sec.

I had stated several times before that it would be best if high sec regions were all divided by a border of low sec of some sort so that in order to trade and make isk, you need to cross those regions and take some risk. This encourages pvp, armed escorts etc. No one seemed keen on the idea because the carebears want to play "merchant simulator online: EvE edition and i'm just Hitler for wanting to inject more PVP into Eve."

So how about a middle ground. Why don't the security stats of systems fluctuate. Sometimes a .5 turns to a .4 and so on etc. If carebears want to stay in the soft warm embrace of high sec, that's fine, but it should be rewarded when they attempt to go out and do something more adventerous. In this manner the PVP starved low sec population will have more targets and they'll focus their attention more and more on the growing size of low sec.

Make it part of a future expansion. Some plot device (Jove slinky) goes out of control making it difficult for the various factions to keep control. Maybe once in a while even Jita goes .4 and see what happens.

Actually everybody pays their subs to play the way CCP permits them within the context of the EULA.

And where they all live is vitally important to almost every aspect of the actual game.

As is what they all do, and how much risk and reward are tied to these places and activities.

Due to this complexity, I don't favor cycling security ratings. The changes in risk and reward required are likely too dynamic for players to handle, let alone CCP.

TL;DR: This is a can of worms. I'm all for more risk, but not if the result is overly convoluted and cumbersome.

@ OP.... I don't think anything will be accomplished by creating "fluctuating" systems.

You catch more bees with honey that vinegar....

Encourage people to lowsec/nullsec through economic means, don't just blatantly force them there.

Do some research, this is originally how it worked. It was changed, due to popular demand. Its not getting changed back.

you don't want more pvp, you want an easy kill. I suggest you join a pvp server in wow, get to max level and camp the newbie towns as a rogue.

problems with this idea.

CCP has POS' installation locked to a certain system sec level and lower. They are not going to change this. Which means a .8 system is not getting dropped to even .6. The pos put up would be grandfathered in when taken back to .8.

second probelm...carrier pilot hits that new low sec pocket. Doesn't log in a few days after the night over and logs back into a nice .5 or higher system. One stuck carrier. CCP gm's don't ned to be burning hours fixing these petitions to "teleport " them back to low/0.0.

third problem...nice little pocket of low sec on the way from say ec- to....jita opens up mid route. Goons then hot drop like a mofo to make for a real quick logistics op in and out of jita. CCP is not giving the alliances 10 jump hops into the heart of empire from closest low sec/empire interface. They can titan bridge, train jf 5 all they want up to get to the current borders as fast as they want . Once they hit empire them haulers walk those 15, 20, 30 systems to trade hubs of choice just like everyone else.

4th problem...if you need to find pvp you need to stop being an empire gank bear. Fly to ec- from torrinos...I am sure someone will oblige you to a round of pvp. Its not even a long flight....its one gate jump.

Amamake same thing, the pvp you seek is there. Granted I know its beneath you as even players like garmon run in fear from you with those crazy mad tard miner and mission runner killing skills...but I figure you got 2-3 nights of good fights in amamake before all dock up in your presence.

1. Easily fixed.

2. That may be a problem concerning carriers. Best thing would simply be to expand lowsec to cut off vital parts of empire space and cause a little risk. No reason why I can go from Jita to Amarr to Dodixie with no problems.

3. But this gives more opportunities to kill said haulers be they goon or whoever.

Given their cold war relations, I was surprised when I learned that you could jump dirrectly from Caldari high sec to Gallente high sec (Algogille to Kassigainen).

The Minmatar-Ammatar-Amarr thing was a bit more complex to understand early on but the same thing is there between Odatrik and Lisudeh.

I'd basically expected that there would be some low sec between the two cold/proxi-waring factions and I was surprised when there wasn't.
