If you can write coherently and on point about something of interest, then either of those sites will consider publishing you. My personal preference is for themittani.com, but I advise you check them both out to see which editorial style suits you best.

Even as a new player, you can say things of interest; the new player experience is a constant topic of debate, and it's always fascinating for multi-year EVE veterans to read about a new player learning to play and making their way in New Eden.
