By removing CONCORD protection from anyone with a bounty a bounty hunter will be able to actually fulfill the request even in hi sec. It doesn't make sense that you can't kill someone with a bounty on them with no consequences in hi sec.

I think he's fairly obviously bounty-farming, but that doesn't mean we can't have a little fun on a cold wet monday morning, does it?
