Unable to Launch Game: Went from just Splash Screen to Verification Failures

I'm running Windows 7 64-bit. I have tried to download the installer and the manual downloads (with the two payloads) and neither successfully installed the game. So I tried to go through Steam, and was able to get a splash screen when I launched, but then exefile.exe would run in the background without anything happening. After looking around, I discovered that I should run Repair in order to solve this problem. After it ran (it hashed a bunch of files and apparently downloaded things), I get a popup titled "Verification Failure" with "Your EVE Client installation may have modified, damaged, or corrupt files. Please run repair.exe located in the EVE game directory or re-install the game client". It then lists a bunch of files in C:\Program Files (x86)\Steam\steamapps\common\Eve Online\bin\DirectX, as well as some in \bin.

I have uninstalled and reinstalled several times. I even reinstalled Windows 7 (it was time to wipe my harddrive anyway) and I'm getting the same thing.

When I try the installer, it just hangs after the download. I've run EVE on this machine before, last year. It worked flawlessly.

Any help would be greatly appreciated.
