Caldari cashout

On the grapevine I hear that the caldari militia will not be conducting another cashout.

Apparently if they do try it an elite band will foil the attempt by working against them.

Firstly - is this possiable?
Secondly - do you think they will succeed?
Thirdly - how badly will this effect the eve markets?

Assuming the OP is right:

Given that there are three other militias that can do cash-outs, the effect on the market would probably be limited to items that can't be found in the Gallente, Minmatar, or Amarr faction LP stores: some faction shield modules and some ships. Expect prices on items like the Caldari Navy Hookbill, Caracal Navy Issue, Raven Navy Issue, and especially the Scorpion Navy Issue (whose only source is the Caldari FW LP store) to stabilize and increase.

Assuming the OP is right.
