Does the Mining Foreman Mindlink Implant decreases the cycle times for Ice Harvester II's?

Directly? No. It does enhance the effectis Mining Foreman Link - Laser Optimization I & II, though, so as long as you're running one of those you are indeed getting further reduced cycles over the link by itself.

Trig, Fronk is spot on here. You wanna get an ora pilot with mated mining gang skills and throw a mindlink in his head for sweet bonuses. Bare in mind it's only worth it if there are four or more in fleet though.
