Are there stacking penalties on penalties?

Was reading another thread were a Loki with 5 Inertia Stabilizers II was killed and had a thought (it happens sometimes), I know there are stacking penalties for mods that give a bonus to something, but are there stacking penalties on penalties?

Inertia Stabilizers II make your sig radius go up by 11%. So did that Loki have a sig radius 55% larger than normal? Or was it roughly 31% larger?

Usually yes. Both negative and positive effects stack. The classic example is that MWD sig bloom tends to be first in the sig stack (which reduces the relative effect of shield extenders and istabs but also target painters).

I think that Loki confused those Istabs with Warp Core Stabs.

Istabs rock on haulers or battleship travel fits, where your sig/align time is already so fat that you will be locked anyway. Nanos on small ships.
