ganking and agression timers

I don't understand how it is fair for someone to bump my freighter for 15 minutes and constantly use condors to agress me and when i log i have to keep an agression timer for 15 minutes so they can come gank me at their will.

Why is that fair that is a terribel game mechanic if someone wants to gank they shouldn't be able to just hold you up indefinatly with machariels on gate.

If i understand this right, Even if my opponent does not attack me in any way,I can force a timer on him and he gets flagged for 15 minutes. Is this right? If Yes i has work to do.
