ECM Rebalance

Here's a simple solution to rebalance ECM. How about changing ECM so that the jammer can't tell whether the jam was successful or not. As it is right now the Jammer continues to apply Jams until he/she sees the proper icon indicating that the jam was successful. Take that away and the Jammer will have a bit more uncertainty to tell if the jam was successful for a slight debuff to ECM.

Its a small tweak, but may be enough.

You're on the right track, it definitely needs to be changed. There was a time when you couldn't tell. While in a larger fleet your scenario could be a bit more useful, it won't matter in 1v1 or small gang warfare.

Ex:

Pilot A and B engage each other in a fight. Pilot A is in an ECM fit Thrasher, pilot B is in a Thrasher as well -- fit for dps and tank. The first thing they do is activate all offensive weapons (Turrets/Launchers/Ewar/Tackle). Then pilot A gets a jam on pilot B. From here it doesn't matter weather pilot A knows if the jam was successful because he/she will keep it cycling, along with his/her offensive weapons. Most often pilot A will eventually get a jam as the chance increases with each cycle. What you propose could be negated in two ways:

One - The target being jammed will stop 'red boxing', and start 'yellow boxing'.

Two - If the jam is a success the incoming DPS will stop.

Smaller gangs and 1v1's are usually very close. If someone gets jammed, that 20 seconds will almost always tip the scales in favor of the pilot with ECM.

I would say ECM needs to be treated like other EWAR where it only hampers the target's performance rather than rendering them completely inert, basically like taking candy from a baby.

Quite like that idea, would get my vote if jam period had to remain for 20 seconds.
Personally I think ECM should just cause the enemy to lose their locks, you'd still be able to effectively perma jam someone by working together with someone else using remote sensor damps (scanres script) or just rejamming them every however many seconds.
