Can You Transfer A Toon & Pay With Plex?

I want to give a friend a toon before I quit eve, but I do not want to give CCP any more of my money. Someone suggested that toons can now be transferred with a payment in plex, is this true or not?

Yes 2 plexes if memory serves me right.

You have to reverse redeem them in game.

Right click a PLEX -> Reverse Redeem -> get them as a pay option when transferring your character.
