Because Capitals are only allowed to stay in HS if they were born there and never left. Not if they were reimbursed there by an inattentive GM or collected there by a lapsed account.

Because it was placed in high sec, by mistake, by a GM. The capitals that are supposed to still be in high sec were built there apparently.

capitals reimbursed are allowed as well, but still under the same rules. there's a thanatos dangling around in jita as well. and heck, carriers couldn't be build in high-sec.
most capitals and super capitals nowadays come from the 6months in space, medical clone mechanic (which have been changed)

SUPER CAPITALS (as the nyx) have never been allowed in high-sec though, as they can't dock up (it is required to dock up if your corp are weardecced)

Such a wussy and limiting decision - banning capitals in high-sec. In an ideal EVE universe, such restrictions would be completely moot.

All that energy that is currently going to improving and updating ships/balance etc should later on be redirected fully towards destroying said limitations.
