I recently came upon a lowsec system with quite a few POCOs coming out of reinforcement my question is do I incur a GCC if I attack them and what sort of ship setup would you recomend hitting them with?

Money is better than poverty, if only for financial reasons.

You probably already considered this, but if they are coming out of reinforcement, chances are good the people who got them there will return to finish them off and pop you in the process.

That being said, bring a gang, and hope it's better than their gang.

I have thought of that I was actually hoping for it so I can maybe get a few cheap kills in my cloaky while they are shooting the ugly looking thing.
