has no affect on capitals or BSs so shouldnt affect anyone in a c5-6.
many turret ships are far superior for c1-3 sites than a tengu so again, no issue there.
C4s can easily be run by BSs with 1 logi to greater effect than rr tengus so again, no problem.

the only reason people use tengu is lack of imagination and the fact that they are the lowest common denominator (ie: batshit easy to fly), not because they are in any way the most efficient.

I hear lots of ppl will be using max dps tengus and replacing the rr with Etana's, actually i think if you look in the sell orders section there is a lottery for one.
