A very nice character you have there. I'd say you could get around 26-28b for it. I only see what I'd consider 2m in wasted skill points from industrial/science based skills. Should you take the time to get skills like jump cal 5, gallente carrier 5, fighters 5, and some more battleship skills to 5 you could expect a higher price.
