So I have the basics of this but is it feasible to create small hubs based around these wars? Is it fast moving territory gain/loss or are some of the battles set in specific areas for long times?

Most people still buy from the main high sec hubs.

With the increase in shiptoasting, the Report timer needs to be shortened.

Small hub aint gonna cut it at the highsec-lowsec border .. you need to have all the basic combat fit bells and whistles or people will just go further in to reship.
