That might make it too similar to the Tormentor. Tormentor has no utility high, but 3 mids.

I was thinking that also but it has one of those Cap Bonuses that does little to distinguish it.

Perhaps they can make up the difference there.

I am a little disappointed that CCP decided to make it a Mini Geddon, also was disappointed that they said the same of the Omen. I think when they remove Battleship Tiers the Geddons gonna find itself in trouble when its price is closer to the Abbadon unless they give it something.

If they are going to be balancing battleships as well it doesn't make sense to be basing some of the frigates-to-be-buffed off of current battleships, does it

What you said about giving the Punisher 3 mid-slots makes the most sense to me even though I don't like the idea of a Punisher without a neut. The Rifter and Incursus would be opposite active tankers and the Punisher and Merlin would be opposite resist-bonuses tankers as well, which seems the way it should be in my opinion, and if that's the way it should be then with no disrespect to the tormentor... **** the tormentor; they can always find something else for it because if they didnt it is basically intruding upon what has been territory of the Punisher for years - or what should have been the territory of the punisher for years

Edit: and also agree that the shield boost bonus should be on the rifter and not the Breacher

Why should it be ?

And when you make dozens of ships useful instead of three, some ship need to have their niche to reduce a little...

And for the rifter, it's a proof that armor is meh compared to shield.

Advantages of the rifter over the slasher are the low slot (able to armor tank) and the tank. I guess the niche is somewhere with an armor, autocanon and a bit more base speed than usual armor tankers. There is also the versatility.

Unlike most frig, the rifter can do everything, but it will not be the best at anything.

I guess it doesn't have to be; only if CCP were to go down the road where everything must be completely uniform with each-other (and based upon eachother), which, now that you bring this up, it really doesn't have to be. For role-playing purposes, why would each race be distinctly balanced and uniform together? Making Eve too uniform, possibly too balanced and too perfect might actually ruin the atmosphere a little.

So that's a good point, really. One thing can be agreed upon, I think; the Rifter needs work, and I think a lot of people might say the Punisher needs work, too. (even though that's the only ship I use, really, I definitely can see points where the Incursus or Merlin just completely outclass it.
