I feel for the Griefer Community... so here are some ideas

1. Kill Rights should stay active until they are returned in kind... no expiration date... this helps keep up that spirit of pvp vengence in EVE that is lacking lately... nothing like building up a huge number of people that can kill you anywhere anytime just to keep that game interesting.

2. Hacking modules given another new use... when a ship blows up - the cargo in cans (secure that is and passworded) anchor and a hacking module needs to be used to get in them... get three attempts and then the cargo self-destructs regardless - just like a car radio does today... oops you suck at hacking... you suck at getting at the ISKies.

3. CONCORD shouldn't shoot people it should simply neut the crap out of them, web them, scram them and lock them down for the person attacked to shoot at with impunity... or not if they choose... making the game that much more fun for everyone to beg for mercy before they are blown to bits... MORE Tears...oh the sweet tears.

4. If you gank/greif anyone... you should def have a "wanted" tossed on your toon... your a real pirate pvp'er now... the badge of honor should be made and permanent - no sec status can get you out of murder in the first degree with pre-meditation... your maked for life as a dirty evil no-good-nick with a awesome rep to prove it... and a KB loaded with crappy KMs to pad your way to the top.... 10,000 shuttles kills in a day... aspiring Titan pilot claims... story at 6 and 11...

5. Gankers should def not be allowed to use HS anything... once you have become a famous outlaw you should def be barred from HS for life, just like Manson and others in max pen... forever bannished to low and null, this then buffs the populations of such immediately... CCP doesn't know how to make people move... you make them move of die when they become a outlaw... which then helps them get to that -10.0 sec of honor that much faster and really will create an EVE "Hard Core" population of "leet" pvpers dogging it out in low for the great rewards of it and to be the baddest one of all.

5. Gankers are forced out of high-sec, high-sec becomes carebear paradise. Carebears avoid PvP even more because they don't want to be forced out of high-sec.

You may want to consider quitting EVE at the soonest possible opportunity.

Also, Your ideas are terrible.

Also, Did you lose your T1 Industrial or something loaded with PLEX?
