Specific item scam

I was looking at Jita local when I notice a very interesting scam I had not seen before.
The contract was an Item exchange (WTB would work as well) which offered ~1 Bln worth of stuff (and/or isk) in exchange for ~100 mln worth of stuff. Sounded like a deal that was too good to be true.

The stuff he wanted was:
- faction items
- one Secure Coded Package

Then I realized it would be impossible to fill this contract. If you make a WTB for a Secure Coded Package, the contract can only be filled by using a non-specific (repackaged) version of this item. However, the game only seeds mission specific versions of this item in missions. These items cannot be repackaged like normal items.

This is similar to BPOs. After you produce with a 0 ME, 0 PE BPO, you can not repackage it. And because you cannot repackage it, you cannot sell it on the market. In a contract you cannot tell the difference between them, but any WTB contract for such a BPO cannot be filled by using a used BPO, only with unused BPOs.

The way he makes money is by selling stuff (faction items and/or specific mission items), which people then cannot use to fill the contract and thus try to sell back at a lower price.
